Construction Overview
This section will be populated once a contractor for main construction has been engaged and specific information is available. It will include information about things like:
- Main work elements
- Locations of site facilities (maps & plans)
- Basic program methodology – work zones, program timing etc
- Traffic access arrangements for residents
- Arrangements to provide residents with access for medical, school, work, emergencies, deliveries to properties etc
OTHER RELEVANT INFORMATION
- Weekly updates have been provided and can be found in the COMMUNITY INFORMATION section of the website under PROJECT UPDATES.
- A map showing all Works Completed since February 2022 can be downloaded in the next section below.
- A Project Roadmap can be downloaded in the section below. It sets out the significant milestones or steps for the project delivery as well as a summary of works already undertaken and other factors influencing the project.
There will also be links to relevant information elsewhere on the web site as well as documents which can be downloaded.
Current Project Status
Main restoration works a step closer
Three successful applicants have been shortlisted from the first phase of the procurement process for the main restoration works for K2A.
The shortlisted applicants from the Expression of Interest process, in no particular order, are:
- Beilby
- CMC McIlwain (Joint Venture)
- Seymore Whyte SEE Civil (Joint Venture)
Notifications for successful and unsuccessful applicants have been issued.
The three shortlisted applicants will now be invited to prepare detailed proposals for the main construction works. These proposals will be carefully reviewed through a formal evaluation process. Council will support the applicants as they develop their submissions, with the process expected to wrap up in the first quarter of 2026. Following formal approvals, the successful applicant is expected to be announced in mid-2026.
On-site visits will be undertaken by the successful applicants over coming weeks. Their vehicles will be branded and they will be required to use the UHF callups on Channel 17 and drive to the road conditions.
Fixing Country Roads & Fixing Local Roads Improvement Works (completed)
The Kempsey-Armidale Road Restoration Project was funded to carry out repair of the road following a series of disasters caused by fire and heavy rains since 2019. The project consists of a number of distinct programs:
- Emergency works soon after the natural disasters
- Reconstruction works to rebuild damaged sections of the road
- Improvement works at specific locations under the Fixing Country Roads and Fixing Local Roads programs
- Main construction works to rebuild the remainder of the road to pre-disaster condition.
The program of improvement works has been carried out at Flying Fox Cutting, Blackbird Flat and at Big Hill. The works were completed at the end of 2024.
Benefits of the Improvement Works Program
The overall expected benefits of the program include:
- Improved and safer local access through restoration of road formation width and rehabilitation of road pavement
- Reduced environmental impacts through restoration of drainage infrastructure and minimisation of future erosion
- Reduced future maintenance costs.
Works carried out:
BLACKBIRD FLAT
- Providing improved drainage including dish drains, culverts and outlet scour protection to manage stormwater and minimise future erosion
- Reinstating the road width on approach to Blackbird Creek bridge
- Rehabilitating and reshaping the road to provide cross-fall to dish drains
- Spray sealing a section of the road.
FLYING FOX CUTTING
- Providing improved drainage including dish drains, culverts and outlet scour protection to manage stormwater and minimise future erosion
- Reshaping road width and crossfall for a section of the road
- Completing pavement improvements and seal a section of the road.
BIG HILL
- Providing improved drainage including dish drains, culverts and outlet scour protection to manage stormwater to minimise future erosion at three locations.
